I’ve had my share of problems with Mr. Armand. But the whole issue would not have been a problem at all if Jefferson Co. had something like a “Septic Ordinance” like the one Switzerland Co. has. It describes exactly the rules for installing a septic system, how much latteral lines are needed according to the size of the home , how many bedrooms and the definition of a bedroom. Mr. Armand can make-up his own rules as he feels with no one to answer to. Example: He told us we could not add a dining room to our home because someone may turn it into a bedroom in the future.So if we did add-on to our home we would be required to upgrade our septic system. That doesn’t make sense to me but there was nothing I could do about it, I tried with no results.

I also worked with Ralph, many years ago, at MPD, and while I didn’t always agree with him (he was the cheif) I always found him to be an honorable man.
I know Ralph has stepped on a lot of toes, people in “power” do that(Cheif of Police, Sheriff, Jefferson County Health Officer) Maybe he stepped on some “taters” along the way. While I know nothing about the case against Ralph, I do know that the FACTS will come out at trial. That is why there are trials, a person is presumed innocent until PROVEN guilty. As far as how Ralph “manipulates the court system” I doubt very seriously that Ralph has file any motions before the court, but I bet his attorney has.
I also will bet that Ralph has not ruled on any motions filed before the court, but I bet the judge has. Mr. Tater if you ever are indicted by a grand jury I am sure you will be afforded all the same rights as Mr. Armand. And, just like JB said, if he is found guilty he should pay the price like anyone else.

I worked for Ralph when he was sheriff and I found him to be an honorable man. I know he followed the law when he was sheriff. He has angered a lot of people trying to apply the law as County Health Director. Many are angry because they did not like his decisions. If guilty himself of breaking the law he should pay the price.
